Accepts a list of x and y coordinates. First, we find the smallest circumscribing polygon from this list (convhull). Finally, we use this polygon's coordinates to find the smallest circumscribing circle. We find the circle by minimizing the distance of the circle center to the polygon's coordinates.Output is circle center coordinates and radius.
