Last thing in such case is downloading or even installing from some carrier full developing environment. It takes a lot of time and mostly we don't have it much to make the job done.

.NET framework is now included in most of up to date Windows operating systems. Creating console applications is a main feature of GoldenSharp (still you can create every other possible assembly in .NET such as a class library or WinForms application) and as its leightweight it fits perfectly as an fully functional portable developing environment.
