SoftPerfect Bandwidth Manager is a full-featured traffic management tool for Windows that offers cost-effective bandwidth control and quality of service based on built-in prioritised rules. These rules can specify a bandwidth limit for each Internet user. This kind of software is often called bandwidth shaper, bandwidth limiter or traffic shaper. With SoftPerfect Bandwidth Manager, you can apply speed-throttling rules to specified IP addresses, ports and even network interfaces with no changes to the existing network infrastructure. The rich feature set of SoftPerfect Bandwidth Manager can be easily managed via the well-designed intuitive Windows user interface.

Comments:

Installed with glitch on 2.4 gig celeron/500mg ram and worked as advertzed I could not run it on p4-2.2 gig w 500 meg ram. system crash at net connection ,loaded every way I could think of loading it. SO, If you can run it, it works well, and is easy to set pu.
