The menu bar is fixed in place and uses jQuery to position the bar, along with handling menu effects and adding IE compatibility. This module is a very useful tool for integration into themes that don't have much space allocated for the administration menu.InstallationUnpack in your modules folder (usually /sites/all/modules/) and enable under Administer > Site Building > Modules.
